FY26-27 Residential Slurry Seal Project

Project Background

The City of South Pasadena is committed to maintaining safe, high-quality infrastructure. In November 2026, the City of South Pasadena Public Works Department and Roy Allan Slurry Seal, Inc. will begin applying a Slurry Seal treatment to various residential streets throughout the community.

Slurry seal is a preventative maintenance tool that is a cost-effective way to preserve our roadways, seal out moisture, and extend the lifespan of the pavement by up to seven years.

Slurry seal is a mixture of asphalt emulsion, fine crushed rock, and water that is applied in a thin layer across the surface of a street. While it is not a complete repaving, it acts as a protective sealant that fills existing cracks, restores the street's friction, and provides a fresh, black driving surface.

Street Closures, No Parking, and Other Impacts

Streets receiving slurry seal will be FULLY CLOSED to through traffic from 7:30 a.m. until 4:00 p.m.

“NO PARKING” signs with the exact date of the closure will be posted adjacent to the work areas 48 hours in advance as well as printed notices distributed to impacted residences. In most instances, the street will be reopened by 4:00 PM.

During slurry seal application, vehicle and pedestrian access within the work area will be temporarily restricted until the new surface has adequately cured. Because many streets in the City do not have sidewalks, residents may encounter limited access and detours. Entering a street where slurry seal has recently been applied can damage the new pavement surface and may result in slurry material sticking to tires, shoes, pet paws, and other equipment.

Please help ensure that the slurry seal application can cure properly by observing the following best practices:

  • For your safety and to protect the integrity of the roadway treatment, avoid the work area, follow all posted signs and traffic control directions, and use alternate routes until the roadway has been reopened to the public.
  • On the day of the slurry seal application, be sure to remove your vehicle from the street by the posted time on the “NO PARKING” signs.
  • Do not drive on the slurry seal until it cures, and the road is reopened to traffic.
  • Do not run the sprinkler system on your property the day of the slurry seal operation and for 24 hours after it is completed to prevent water running off into the street. Running water will ruin the product.

Regularly scheduled trash collection and street sweeping operations will not be disrupted by construction activity.
