North-South Fair Oaks ITS Deployment Project
Project Background
The North-South Fair Oaks Intelligent Transportation Systems Project (Project) will upgrade the entire traffic signal system along Fair Oaks Avenue to accommodate new Intelligent Transportation System (ITS) elements, including the installation of new traffic signal poles, mast arm, 12-inch signal heads, Internally Illuminated Street Name Signs (IISNS), vehicular, pedestrian and bicycle Video Detection Systems (VDS), interconnect cable, signal controllers and cabinets, Emergency Vehicle Preemption (EVP) and Transit Priority Systems.
In addition to the ITS installation, the Project will rebuild curb ramps and paint crosswalks to satisfy ADA compliance requirements and increase pedestrian safety at intersections. The Project also includes reconstruction of some landscape medians at several locations to increase visibility of oncoming traffic for left-turning vehicles.
Budget
The Project received authorization for federal Rogan funds in the amount of $9,343,563. The City will also contribute a local cost share of $1.2M.
Project Progress
In 2021, the City Council awarded a Professional Services Agreement (Agreement) to KOA (now known as Lochner) for Project design services.
On June 18th, 2025, City Council authorized an amendment to the Lochner Professional Services Agreement which removed certain elements of the project scope that were no longer necessary and included various additions to the project scope.
On August 26th, 2025 Staff presented a Project update which included the review of the 50% design plans to the Public Works Infrastructure Commission (PWIC). The PWIC reviewed and discussed the proposed modifications and recommended staff to revisit the design.
On October 1, 2025, City Council selected a design alternative that retained all existing bulb outs and modified those needed to attain ADA compliance for curb ramps, smoothing the curb line on the approach side.
